In order to create a service account, you the user must be linked via cost center to at least one of the objects in the service account:
If you are the user is not linked via cost center and you try tries to view details for an employee, client, or cost center, you they will receive an error message stating that you they do not have permission to view this the page.
If you have the user has employee admin permission but are is not linked via cost center, you they will be able to view the employee details page. However, “Create Create New Service Account” Account will not appear in the “Actions” Actions drop-down menu.
